CONSTITUTION OF
COLLEGE OF EASTERN UTAH
CLASSIFIED STAFF ASSOCIATION
ARTICLE I – Name
The name of the organization will be College of Eastern Utah Classified Staff Association (CSA).
ARTICLE II – Purpose
The primary purpose of CSA will include, but not limit to:
Improving the general welfare and fostering professionalism and unity among CSA member;
Promoting the interests and objectives of the College, forming a representative organization empowered to speak with authority for CSA;
Addressing concerns of CSA, collectively or individually;
Promoting cooperation and communication of CSA, professional staff, faculty, administration, and community; and
Promoting good fellowship among CSA members.
ARTICLE III – Responsibilities
Within limits set by the Policy and Procedures Manual of the College, CSA will generally concern itself with consideration, formulation, review and recommendation of policies and procedures designed to promote quality and foster the growth and development of the College of Eastern Utah.
ARTICLE IV – Membership
Section 1 Membership: CSA will be comprised of persons (1) who are employed in a full-time non-exempt role at the College of Eastern Utah, or (2) persons who are hired through the affirmative action hiring procedure and hold a regular part-time role. Voting CSA members will be current in payment of CSA membership dues.
ARTICLE V – Officers and Elections
Section 1: The Executive Board will consist of a President, Vice President/President-Elect, Immediate Past-President, and Secretary/Treasurer.
Section 2: The Vice President/President Elect will be elected annually in May by secret ballot of CSA membership and will take office beginning July 1 of that year.
Section 3: The Vice President/President Elect will serve in that capacity for one year following his/her election and will automatically become president of CSA for a one-year term beginning July 1 of the following year.
Section 4: The Secretary/Treasurer will be elected annually in May by secret ballot of CSA membership.
Section 5: If a vacancy in an elective office occurs, the vacancy will be filled as prescribed by the By-Laws.

The duties of the officers will be prescribed by the By-Laws.
ARTICLE VII – Constitutional Amendments
The Constitution may be amended by a simple majority of the votes cast by CSA membership. Such action may take place at any regular or special meeting or by secret ballot submitted to all members through the campus mail system, providing that the proposed amendments have been submitted to the entire membership at least two (2) weeks prior to said vote.
BY-LAWS OF THE COLLEGE OF EASTERN UTAH
CLASSIFIED STAFF ASSOCIATION
ARTICLE I – Dues
Annual dues, in such amount as recommended by the Executive Board and approved by CSA membership, will be made in writing to have dues deducted from payroll. Dues are $1.00 per pay period and will be used for: bereavement for employee, spouse, child or parent; childbirth; overnight hospital stay; and retirement. Generally, a plant or floral arrangement with a cost of $15.00 - $20.00 will be given for each incidence, to be sent to dues paying members. In the case of bereavement, floral arrangements will be sent to members who have lost parents, children or spouses and any other family members, as stated in the bereavement policy of the College, will receive a card. Dues may also be disbursed at the Executive Board’s direction, including but not limited to: refreshments, office supplies, copying, awards, travel to appropriate presidency meetings or presidency travel to state and regional meetings beneficial to CSA, etc.
ARTICLE II - Meetings
Section1: The Executive Board: The Executive Board will meet at least once a month. Other meetings may be called by the President or at the request of two members of the board.
Section 2: General membership meetings: The Executive Board will schedule at least one regular meeting of the membership each semester and may call other necessary meetings of CSA. The Executive Board will give each member notice of said meetings, stating the place, day and hour of the meeting and the purpose for which the meeting is called. Said notice will be delivered to each member not less than two days before the date of the meeting. Attendance will be restricted to CSA members unless an invitation is extended by the Executive Board or at the request of the majority of CSA members.
ARTICLE III – Quorum
A quorum will consist of the membership of CSA who are present at any official meeting of CSA. Motions may be acted upon and passed by a simple majority of votes of those present unless otherwise stated in the Constitution or By-Laws.
ARTICLE IV – Voting
The right to vote on all matters relating to CSA is vested in its members. The Executive Board of all elections will duly notify all eligible voters and all votes will be in person or by mail-in ballot. All mail-in ballot votes must be submitted to the CSA President at least twenty-four hours prior to the scheduled voting meeting.
ARTICLE V – Election of Officers
Section 1: Elections of Vice President/President-Elect and Secretary/Treasurer will be conducted during May of each year.
Section 2: Newly elected officers will assume their duties July 1 following their election. *See Addendum to By-Laws.
ARTICLE VI – Officers: Terms, Duties, and Power
Section 1: President: The President will hold office for a term of one year beginning July 1, of the year following his/her term as Vice President/President-Elect. He/She will be responsible for setting the time, date, and place of meetings of CSA. He/She will call meetings as necessary or upon request of two members of the Executive Board. He/She will preside over the general meetings of CSA as its administrative officer. He/She will be co-signer of the funds used by CSA. The President will represent CSA before the public, either personally or through other delegates, and will perform all other duties as required in the Policy and Procedures Manual. The President will also serve as a voting member of the College of Eastern Utah Senate, and such other boards of meetings, where the vote or representation of CSA is necessary. The President will serve as the CSA’s representative for the Utah Higher Education Staff Association (UHESA).
Section 2: Vice President/President Elect: The Vice President/President-Elect will be elected for a term of two (2) years beginning July 1 of the year elected and will serve as President/President-Elect of CSA for one year. He/She will perform the functions usually attributed to a Vice-President, will assist the President in the performance of duties, and will engage in every activity that is necessary to maintain continuity of CSA business. He/She will become President at the expiration of one year or when the Presidency becomes vacant. The Vice-President/President Elect will serve as the CSA’s alternate representative for the Utah Higher Education Staff Association (UHESA) in the President’s absence.
Section 3: Immediate Past-President: The Immediate Past-President will act as ex-officio advisor of the Executive Board without voting privileges and assist the President at the latter’s request.
Section 4: Secretary/Treasurer: The Secretary/Treasurer will keep a record of the proceedings of all meetings of CSA and of the Executive Board and will conduct secretarial duties connected with CSA. He/She will distribute funds upon approval of the President and keep an itemized account of receipts on the fiscal year beginning July 1 through June 30 inclusive. He/She will present an annual audit at the last Executive Board meeting of the year.
Section 5: Vacancies: Whenever the Office of President becomes vacant, it will be filled by the Vice-President/President-Elect. If the remaining term exceeds one-half of the year, it will not be counted as a term of office. When the office of Vice-President/President-Elect becomes vacant, it will be filled by a simple majority vote at the next regular or special CSA meeting. If the President has served a full term of office, the Vice-President/President-Elect will assume the Office of President at the beginning of the new year, regardless of the length of term he/she has served as Vice-President/President-Elect. When the Office of Secretary/Treasurer becomes vacant, an individual appointed by the remaining members of the Executive Board will fill the remaining term.

ARTICLE VII – Powers and Duties of the Executive Board
Section 1: The Executive Board will be responsible for managing CSA, approving expenditures, carrying out policies, and reporting its transactions to the members.
Section 2: The Executive Board will appoint members of the ad hoc committee required.
Article VIII – Parliamentary Authority
These By-Laws may be amended by a simple majority of the votes cast by member. Such action may take place at any regular or special meeting or by secret ballot submitted to all members through the campus mail system, provided that proposed amendments have been previously submitted to the membership at least two (2) weeks before said vote.
ARTICLE IX – Adoption
The Constitution and By-Laws becomes effective when passed by a simple majority of CSA membership.
ADDENDUM TO BY-LAWS
In any circumstance where there is a vacancy in the President, Vice-President/President-Elect, or Secretary/Treasurer offices, and the proper procedures have been followed through to fill these office positions (including re-nomination and re-voting procedures), but proved to be unsuccessful, the prior officers may hold a consecutive second year term. Passed by majority vote on September 26, 1997.
The Classified Staff Association of the College of Eastern Utah will be a member of the Utah Higher Education Staff Association (UHESA) and pay annual dues to same. The President will serve as CEU-CSA’s representative for UHESA with the Vice-President/President Elect serving as alternate. If neither the President or Vice-President are able to attend UHESA meetings, the President and Vice-President may designate a member to attend. Passed by majority vote on October 15, 2003.
This is to certify that the Executive Board and general membership adopted the foregoing By-Laws and Constitution of the Classified Staff Association on the 15th day of October, 2003.
